From Three Rock? No. The closest transmitter to Dublin for both of those services is located on Slieve Thoul near Saggart. LMFM is on 95.5MHz and East Coast is on 99.9MHz. Both transmissions are directional however, LMFM to the north and East Coast to the south, weakening reception in the city.

Speaking of Three Rock - I notice UPC plan to erect a huge antenna up there. The planning permission is in at the moment. It's a little confusing as they mention another antenna on the application but it looks to be about 115 feet as far as I can see.
