Can Eircom really offer uncongested broadband?

    I'm out of contract with VF at the moment and am suffering serious contention problems. VF have been working on the problem for over a week and now their conclusion is that it is congestion at peak times and nothing can be done as its an general infrastructure problem. 

    So what are my options? Can Eircom some how offer guarantee uncongested BB at all times without degradation to BB service?
