Any good Peugeot specialist in Dublin?

    Car could not be started suddenly. Turning over though.
    Windows were very slow to go back up.

    Battery light blinking so I tested battery and was very low. So I put it on power supply for 30 mn. Amps were going up slowly to 12 amps, then dropping slowly back to 3 amps.

    I did not attempt to jump the car having read horror stories about french cars before.

    So I changed the battery with brand new one, same issue, car still not starting.

    Checked both keys, battery is good at 3.07v

    Looking at getting this fixed ASAP, anyone?

    Do you mean it was drawing 3 to 12 Amps from your charger?
    It sounds like something is drawing power from your battery.
    Being a cc is there any automatic things that happen when you turn the car off (ie roof goes up, windows go up etc) ?
    I would guess it is stuck trying to do one of these actions, either the relay is stuck open or a limit switch telling it to stop hasn't been made.

    Check the relays, normally a tap with a screwdriver will unstick them
    Or start yanking fuses (roof mechanism would be my first try) until the current draw goes down (you need to connect your Dvm in series for current measurements) or you might see your battery voltage creep back up.

    I don't know any Peugeot specialists in Dublin sorry, but any competent mechanic should be able to look at this and at least tell you whether you need an auto electrician or main dealer etc.

    There is a guy on here Row, who knows a lot about Peugeot/Citroen

    Although knowing the French, its more than likely a wonkey earth somewhere in the car. Try an extra set of earths onto the negative terminal (jump lead to body of car and another one to the engine) to see if that makes a difference
