Legally the seller is supposed to get the new owner to fill in the change of ownership section on the back of the log book and then the seller posts it off to Shannon who will in turn issue a new log book to the new owner. The seller is not supposed to give the log book to the new owner.

Is this seller the actual owner or a part time wheeler dealer who bought the car to sell it on?

It's hardly illegal to hand you registration certificate for a car you bought.
It is assumed if you want to take ownership of the car that the change of ownership is completed and sent off.
I can't see how any laws would have been broken here, merely an inconvenience for the buyer for not following the procedure.

but if buyer was speeding the seller would get the fine

The person that the car is registered to, yes.

The speeding bit would be illegal obviously.

It seems it's against the law for both parties to not do their part in registering the change in ownership. Though I doubt many ever get pulled up on it.

Backyard car dealers? No signatures means avoiding adding another registered owner to the car (better for maintaining value) and doesn't attract attention from Revenue. Proper dealers have a garage code which they must use to register a bought car but it doesn't add to the number of owners.

Or to give them their proper title: Done Deal private sellers.
