A bad earth or something on the rear light cluster?
Maybe take all the bulbs out n clean the contacts for a start, see if that makes any difference.

normally a bad earth. Check /clean all plugs/connections.
We usually find this happens in trailer lights , with the lights and indicator on , they flash like a christmas tree

There is another area that should be checked and that is where the wiring loom enters the boot lid (rubber grommet). They have been known on occasion to chafe off the chassis causing all sorts of electrical faults. If you have ruled out bulbs, bulb holders and earthing points that would be your next step.
