Will councils be able to evict those who fail to pay water bills? would it make any difference if the person was a disabled person , could they then take a case under equality legislation?

there is talk of bringing in a law
see irish examiner 27 june headline

A local authority is not your typical landlord. The fact of the matter is they will not evict unless the circumstances involve pretty extreme levels antisocial behaviour.

A few local authorities have already sent out letters reminding tenants of there obligation to pay for services as part of there leases .
It's possible they may take legal action of some kind depending what IW stance is

That might be theoretically possible but lets be real here - if someone is living in council housing they most likely have no assets and a marginal income. What use is pursuing someone and obtaining a judgement when they are never going to be able to make payment on that judgement? Surely the cost of any such action would outweigh the potential payout that could be gotten.

IW can reduce the flow to the property using some sort of restricting device but they acutaully cannot shut off the supply completely. So if someone with no money to lose decides they don't want to pay their bill and are happy with low water pressure then they can sit pretty.

With regard to the "disabled" person red herring, a case could only be taken on equality grounds if the LA was only seeking to evict "disabled" people. If they were evicting everyone on the same grounds then there would be no discrimination.
