    Hi Guys,

Purchased a MK VI 1.6tdi Golf on Friday. It's an English Import, went for VRT the Thursday before. I have my new insurance discs, and today got my motor tax disc, trying get all my bits together.

What do I need to do now regards NCT, garage say they will look after it, but in interim, is there anything I can do to speed up process? Do I need to chase Shannon for anything?

    Thanks in advance

Your log book will be issued whenever you bought the tax so. For new imports it's issued on the day you buy your motor tax. I'd expect it's in the post arleady

You don't need log book for NCT.

No it's not needed for the car to be tested.

I had my NCT this morning and they asked for the logbook. Says it on the website as well.

They will test it but they will hold the cert.

As I said the car will be tested without the log book.

In all fairness he should have the VLC long (long, long, long) before he gets this car inside an NCT Centre.;)

Sometimes they ask for it, sometimes they don't. They are entitled to ask to see it.....and to withold your new Cert until you produce it (similar to a visual retest).

Can u explain how this happens? Are these people who are refused a cert given a reason for failure in the report??

Are you an NCT tester? Surely you know this?
The test isn't failed, but if you haven't the book and are asked, they will complete the test and hold the cert until such time you produce it!

    Again you must know this?

No I have been asked for the book and not asked.
I always bring it as anyone should but I was there one day when someone was withheld there cert.
She just headed home to get it.

Your not an nct tester then?

If someone doesn't have a logbook with them it is noted on the check in screen but makes no difference to the outcome of the test. No one has ever been refused a cert in our centre because they didn't have logbook. We are not allowed to keep pass certs in the centre.

Could it have been for a fresh import or something? Book wasn't available yet or something?

You might want to read your own manual again.

No logbook - Cert withheld until shown
No ID - Cert withheld until shown

If someone doesn't bring I.D. it's a visual fail alright. In 10 years testing I have never failed someone for not having the logbook and I have never had a visual come back for logbook.

You might want to read your own manual again.

No logbook - Cert withheld until shown
No ID - Cert withheld until shown

Actually the manual says nothing of the kind, it says testers may refuse to do the test.
Testers may refuse a test in the following circumstances:
    :
    :
(iv) where a Registration Book/Licence Certificate is not produced and the vehicle identification number does not correspond with the National Car Testing Service (N.C.T.S.) vehicle file.

This law also says the tester can refuse the test (sect 5c) but it also says that they shall issue a certificate (Sect 11.1). The only document they can use to refuse to issue a cert is the drivers ID (Sect 11.4)

    Basically the options are:
No VLC = refuse to do test OR do test and must issue cert if passes test.
No ID = refuse to do test OR do test and possibly refuse to issue the cert.

    http://www.irishstatutebook.ie/2014/en/si/0322.html
    Conditions in respect of applications
    5. Where an application is made for a test, the issuing authority may refuse to carry out the test or a re-test—
    :
    (c) where the owner or the driver of the vehicle to be tested fails to produce the vehicle registration book, vehicle registration certificate or vehicle licensing certificate in respect of the vehicle at the time of test or re-test,
    :
    (f) where the person who presents the vehicle to be tested fails to produce the required identification.
    Test certificate
    11. (1) Subject to paragraphs (2), (4) and (5) following a test, the issuing authority shall issue a test certificate for the vehicle tested, where the test report relating to the vehicle shows that all the items specified in Schedule 3 applicable at the time of testing and tested in respect of the vehicle are satisfactory.
    :
    (4) Where the issuing authority exercises its discretion to carry out the test or a re-test notwithstanding Regulation 5(f), the issuing authority may refuse to issue a test certificate for the vehicle tested until it receives the required identification from the person who presented the vehicle to be tested.
