Match play ruling

I was playing a match play game and we ended up halving the match.
2 days later I was informed that a letter was send to the GUI and I was deemed to lose the match and the guy was going to win
I then sent my own letter to GUI and today the guy has come back with the same decision and I've been informed by competition secretary I'm out of the tournament.
It's a wrong and disgraceful decision what are my options here?

You're saying ye halved the match, why did ye not play extra holes until one of ye won the match?

What did you say in your letter to the GUI?

What did the letter from GUI say the reason was for you losing the match?

We both decided to re play the game which was fine. There was an issue on one of the holes. I don't want to go into detail yet but I just want to know what my options are now. The guy in the gui has made a wrong ruling

Difficult for anyone here to advise you without this information

You both decided to replay the game - that is not fine. You cannot do that, and if agreeing to do so you would both be disqualified.

If the GUI gave a decision as you describe, and there was no dispute between you, then it would seem that you gave some information to the other player that makes you disqualified for that match - before the agreement that would disqualify you both. And so he wins. He does not have the discretion to play you again as he may have thought felt reasonable at the time.

Difficult to comment in more detail since you are only telling a portion of the story.

But from what you say, its possible all is above board, and your opponent is correct to be awarded the match. You will probably admit that the GUI is more likely yo know the rules that you are.

Ultimately, none. The GUI is the authority. Your club or competition committee is highly unlikely (and possibly unable to) go against a GUI ruling. They would be silly to do so.

We both decided to replay it as it was too dark to continue, this was not the issue
