Want to build a small wall behind shed, There is a raised bed of 12" hard core there which was used to raise the tank, and its about 5ft wide and has been there for years.

The wall would be from garden wall (at pillar) over to shed wall (shed is solid block built)

Would this raised 'concrete' bed do as a foundation for the wall and maybe starting off with first row laid flat.

Its look very doable to me but not pc of course, but its only a small area, and cant afford the real deal.:D
