Complaint in Hair-Salon: who would foot the bill

Just curious about something here, if anyone would have experience or shed some light <- that would be lovely :)

Quite some years back a hairdresser got distracted with the scissors in her hand and took off a good amount more than planned. I was angry to the point where I refused after she offered to try 'blend-in' the remainder of my hair and I went elsewhere for them to do some temp fixie-job until my hair grew back to fix-proper.
She did apologise and offered as I said to try 'blend-in' the surrounding hair and even offered a refund but I paid and just left. It was me who wouldn't let her touch my hair again, nor accept the refund and I've not gone back.

^^^ 1st time in adult life where I encountered a problem with a hairdresser.
Now, in more recent months, I encountered extremely poor service at a hair-salon that I used for quite some time. It was certainly out of character and I complained to find out from the owner what the reason was. All I wanted was an explanation as to why it happened and certainly an apology. That was it. I even paid for what was done as it was the owner who needed the feedback, staff was over-worked, over-booked and over-whelmed.
What I paid for that day, she has offered to comp next-time round. She even went so far as to offer two further treatments at two future dates on comp treatments, of my choice, to make amends as she said.
Now, I won't be taking those two future treatments comp. I won't be taking the comp repeat either as all I wanted was an explanation and an apology as it was shocking, but, as I said, out-of-character.

If someone else received this same offer and I've met them in the hospitality-trade through the years, took those comp offers even-though not in the slightest bit warranted, then who in this industry would be paying? Would the owner foot the bill or would the staff have to make up some of the monies? It could be quite substantial or maybe she knows I won't accept the comp offers so felt confident offering as it does make quite the gesture.

Just curious as it was just unreal what was offered to me to make amends when all I wanted was an apology and an explanation.

    Many Thanks,
    kerry4sam
