    Do I need to get my eye test done for this ?
    And can I just go to the ndls centre to apply or do I have to post forms ?

    If it's your first learner permit in a particular category you will need an eyesight report. The best thing to do regarding the NDLS is make an appointment. All info here:

    You get the eye sight report at your opticians. Just tell them that its for the driving license application and they'll know what to do. It is a standard eye test, that takes about 10 minutes and they give you a printed out form afterwards. You bring that form into your local NDLS centre (along with your theory test cert) and apply for your learner permit. You can't do it by post, as they need to take a picture of you at the NDLS centre using a special camera.
