Like any other employment - the day they start.

It it your home or the child's though? I think that if you go to the child's home, you're generally seen an an employee not as self-employed.

How does self employment work when child-minding?

Which of the following is one required to
    - register as business
    - register for income tax
    - register for VAT
    - register for RCT

You would have to register for income tax with revenue. As a result you would have to complete an income tax return by oct 31 every year.
income from minding up to 3 children in your own home that is less than 15k a year is income tax and usc free but prsi of 4% would be payable. This would build up your 'stamps' for the contributory pension.

There is no need to register for vat or rct.

I am not sure but am guessing you would need public liability insurance.
