Bubble foil

I'll be getting my dormer insulated later this summer (cavity and attic).
There's already 100mm fibre on the knee walls and 150mm fibre between the joists in the crawl space. There are also vents in the soffit all around the house. They let in a lot of cold air into crawl space.

I was suggested to put a bubble foil on the rafters in the crawl space. Foil would be coming down from knee wall to the joists and would be sealed with aluminum tape after.
This will allow air to circulate between rafters as there's non breathable bituminous felt.
I'm not going to use crawl space for storage so I don't consider putting any insulation between rafters.

Is this foil a good idea to reduce the amount of cold air getting through the soffit vents to the living space ?
