Job ads - salary ranges?

When viewing job ads on job sites the salary range may be mentioned eg. 25-35k.

I know the theory is that for the right candidate who impresses a lot they could push for the upper end of the scale.

From those of you who know... is this to be taken as the truth or is it really just something like 25-28k and they just put in the higher figures to tempt people in? How honest are these salary scales?

They also tend to bundle in benefits as part of the salary range; i.e. you got free food on site well that's worth 10 EUR a day etc. Hence from that perspective pure salary is likely to be in the lower end of such a range.

I think it's pretty rare that someone would come in at the very top end of the scale, but I'm sure it happens occasionally. It even happened to me once! In my experience though the top amount would be reserved for someone either with exceptional skills/experience or who they wanted really really badly.
