I was about to buy a used car today but the owner has lost the logbook. Can the replacement logbook and the change of ownership be done on the one form or at the one time rather than waiting for the new logbook to arrive before sending it back to Shannon for change of ownership? There is a timing issue on my end with having to wait for the double paperwork.

No he needs to get new logbook for you to sign. You should be cautious, car could be stolen.

Get him to order a new log book.
Cost €12 and he has to have a form signed and stamped by a Garda.
Takes about 10 days to arrive. After that you can buy away.
