Kitchen water pressure low, except with washing machine

Moved into a new house recently. The water pressure in the house is not great, but manageable. However, the kitchen tap is woeful. However, when the washing machine (which is close to the sink) is on, the water pressure is normal. Any idea what is going on here, and is it something I can fix, or would it require a plumber?
