I got my money back as free bet and placed it on a horse and the horse turned out to be a non runner, when I went to the cashier I was told I don't get to place it on another horse and that's the bet gone,is this correct procedure

I highly doubt it. It should be another free bet. I know of people that fooled bookies at busy times by backing non runners with free bets to collect the money. I.e. Cheltenham free €5 matched bet. Place €10 on a horse €5 from paper and €5 of your own money, on a non runner. If it's busy they will just take it and same when you go back for a refund. If they are that busy they wont even look at it.

Depends on t&c, some free bets must be placed before end of day for example. In most cases though you should be able to reuse it
