is it always the case that a speed limit is the same in both directions?

Obviously a hazzard is not the same in both directions as one traffic stream will be past it and leaving the area whilst the opposite carriageway approaches it

The n11 at Kilmacanogue used to have a 60 on one side and 80 on the other, not sure if still the same now though

Obviously on approach and exit from a town the limits will be different.

The Kilmac one is still there. You risk being rear ended doing 60 going south. The reason for the 60/80 differential there is the exits to the garage differ. One gives you time to accelerate the other doesn't.

The approach into Leixlip from the N4 @ junction 5 is 50km/h.
The road from Leixlip to the N4 is 60km/h.

It could be because there are some entrances onto the road on the side with the lower limit.
I'd say that is is just a cock up though!
