its 17 for a car but you could do it with a parent or someone you know before you turn 17 maybe

No, they can't. You can't do any driving on public roads, (regardless of who it is with,) unless you have a learner permit. You can't get a learner permit until you are 17. The age limit is lower for agricultural vehicles & motorbikes & mopeds, but it's 17 for driving cars.
