Bin company charges

    A bin company supply a mini brown bin. The form says that people on flat rate do not pay for this small bin. Then they charge someone on a flat rate and when queried say that regional customers are not free.

    But the regional customer got a form saying it was free. Can they do this or should they identify the regional customers and send a different form?

    Not looking for advice and its not me . Story i heard

    I presume they could use the same form if it contains a statement (even in fine print) that regional customers are excluded from the free mini brown bin or the form refers the customer to Terms and Conditions which state the exclusion.
