Something which I should be clear on, but I am not, is the potential for a refund in below scenario.

Paye worker working on a salary of 20k, but only worked 9 months of the year. So of course paid PRSI on a weekly basis, but with the whole year considered, earnings fell below PRSI threshold.

Can she claim a refund? And which is the address to send to? Having limited success finding answers to both!

No. PRSI is calculated by reference to the pay for the period, hence it's X number of weeks at Class A1 or AX or whatever.

Back when the Health contribution used to exist for people earning over 500pw, you could get a refund of it if your annual earnings were less tha 26k. But that's gone a long time.

The answer to your question is at this link :

Application for refunds must be made within 4 years of the end of the relevant tax year. The Health Contribution has been included in the Universal Social Charge (USC) since 1st January 2011 and no Health Contribution refunds arise after that date.
