Settling cracks

Could anyone tell me if the picture below is of settling crack or something more serious. The house is 7/8 years old and regular block construction. The cracks are all over the house which was painted when brand new and which tends to show the crack up more clearly. The cracks in the picture are on a gable wall, the opposite wall has similar cracks but not as noticeable. There are also lots of tiny hair line cracks in the plaster all over the front of the house which is built on a exposed hillside. The rear of the house which is sheltered is relatively crack free bar one or very tiny crack at window joints etc
