Help with purchasing a County Council laneway

Long story short - my Mam has land that is divided on both sides by a lane that the local county council own/look after.
Originally the lane and land was owned by my Grandfather (Mam's Dad) and his siblings. Over the years through inheritance my Mam now owns all the land.
The problem is that 8 odd acres borders a freshwater lake and every year we get over run with uninvited cars/jeeps/campers parked everway in the yard.
As we do not own/have control over the lane we cannot stop the amount of traffic/people coming to fish. I am also concerned due to the fact that these people have to walk through our land to get to the lake.
I have spoken with FBD about the situation which is complex due to the fact that my Mam owns the land and theoretically I rent it from her and the policy is in my name, iykwim. They say that unless these visitors have indemnity then they will not cover in the event of a accident.
We, my late uncle and my siblings have maintained the roadway and fences/hedges of this lane for the last 15 years plus.
All we want want to do is to put up a set of gates at the head of the lane to stop every tom, dick and harry following their sat navs to find a nice quiet spot to fish.
I love fishing and have no problem welcoming other fisher women and men onto our land as long as they have the appropriate insurance in place.
However at this moment in time we cannot put those controls in place.

What ever you do don't mention to the council that you want to block access to the lake

Could you go down the trespasser issues route

We have no problem with people fishing. I fish myself and would cross land to get to lakes and rivers. Problem is with people blocking the lane with cars. On a few occasions rubbish has been left behind.

Apply for planning for a car park beside lane. You'll get all sorts of cooperation with restricting access then.

A stroke of genius, a waterford man is always one step ahead

Who owns lake, public or private
Does council road extend to shore of same,

Offer land to council to construct car park with return from parking fees as payment, a sort of PPP arrangement,

Otherwise ask council to sort out disturbance to your property by their amenity

If the lane is listed as a public highway (owned by the Co Council) it is unlikely that they will sell or erect gates. However if you are obstructed going about your daily business and life then it is a council matter to keep the highway free and stop you being obstructed.

As Charliebull suggested looking for a carpark may be an option.

If there parking in a manner that is obstructing flow of traffic , this become a traffic offence. Are they parking in by the ditch or leaving them on the road?
I would strongly suggest contact C.COUNCIL to have double yellow lines put on the road. A few visits from the guards to issue summons to illegaly park cars word wont be long getting around. I am aware of a case where parking was taking place on a lane, preventing owners of property exiting and entering succeded in secureing double line from Council........ job sorted I also understand that it wasnt a big jobto get them either. Just another angle.

The lane is just a single lane with grass growing in the middle and not wide enough for two vehicles to pass. It is about 4 or 5 hundred yards long and leads to a farm yard and old house. There are 3 gate entrances to fields along it.
The lake shore is at the end of two fields furthest from the lane. I don't know why people want to fish our side of the lake as it is full of bull reeds and boggy. We never bother to fish from there. The lake is small, about 20 acres.
