Is a clamping fine issued by ncps invalid if the clamper was not in full uniform. Technicality. Just saw it happen so wondering if a good samaritan call is in order.

There are currently no rules they can pretty much do what they want. Technically someone could arrive out of Mountjoy after serving 25 years for murder, extortion and terrorism and could setup as a clamping business the next morning, there's no criminal record check.
