    Interesting that you get that level of QOS control but you should turn it off.

    The stream packets are almost certainly tagged with a higher priority then your xbox360 so your giving them better access to the bandwidth available.

    Your problem is here is twofold, wireless is a bad medium for shared consistent traffic, for implementing any realistic QOS control and in your case its being rate limited to G(20Mbps real world speed)

    And your router does QOS properly but you would looking for something more along the lines of rate limiting based on the host address, which isn't really QOS and from the options isn't something that's available.

    Best option here would be to get your Xbox off wireless and either cable it or use powerline adapters. Second best would be new router, but its effects would be negligible compared to the first.
