Are they aloud do this even tho I was told over the phone and on paper (my contact/policy ) that I have it ?

Yep, every year is a new contract with cover and premium to be negotiated and agreed

So do they have to stick to the contract I signed up with at the start of the year ?

The first sentence in your OP is not clear what with the lack of punctuation but I think you're asking can contracts change from year to year. Insurance policies last 1 year so they must comply with the contract until it expires. When you go to renew a policy you enter into a new contract and whatever terms and conditions accompany the new contract. Just because an option was available to you last year doesn't mean it's available to your next policy.

Right i will try to explain a bit better :) when I was shopping for insurance in February I was looking for a quote that had open drive so I was insured to drive other peoples cars aswell .. 1st Ireland have me a quote that had open cover included as a extra but they said it wouldn't start until I'm 21 which is in 2 days now so I emailed them yesterday asking is there any restrictions to what I can drive ( engine size ect ) on other peoples cars and they emailed me today saying they no longer let people drive other people cars when your are 21 .. But the contract I signed in febuary said I could so I'm trying to figure out have I grounds to argue with them since it was stated I could when I signed the contract and did not contact me to tell me otherwise until I emailed them yesterday

Well if it was an extra that you have already paid for I would expect that extra money back anyway.

Open drive does not let you drive other people's vehicles. I think you are talking about the Driving of Other Cars extension. If you have it in your contract (policy schedule & certificate) then you have it. Without it stated on your documents, then you don't have it
