Regulations - Backpack spraying

The father has a small farm. He does some occasional spraying (with a backpack sprayer) to keep briars at bay along the walls.

He got a letter about the new spraying regulations. They say you need training even if you're using just a backpack sprayer. Is this true?

Seems a crazy expense for someone that does so little spraying!

Since he literally spreads 3-4 napsack full a year, he still has to declare it and do training?!

In this case, should he just abandon the spraying altogether?

It will cost him a few hundred to do the course.
