Velox rimtape moving?

I took tyre and tube and the Velox rim tape looked like it was put on by someone drunk - spoke-holes half exposed etc. I'm sure I was sober and took good care to put it on carefully. It wasn't moved by tyre levers etc. I've had the problem before - am I missing some trick?
