Paypal Case Query.

I purchased an item via ebay and paid with my visa card as a paypal guest, i never got my goods and not sure how to open a paypal case on it. I have my own paypal account but cant find a way in opening it through that. The reason i purchased the item as a guest was for a friend in the uk.
