Vw Golf stuck turbo vains

    I have a 2002 1.9tdi golf that was parked up for a few years. It starts and drives but wont rev above 2000rpm. I got it plugged in my an auto spark and he has diagnosed to the best of his knowledge as stuck vains.
    Is it turbo off and dismantle and clean up or any other approach to the problem?

    I had a 01 tdi that used to do this. It would throw a turbo over boost code and go into limp mode when it was cold.

    The actuator is can be accessed from the outside of the turbo. Try freeing it out
