I don't know who to talk to and I can't find any answers online. Will I need to re-apply to the cao again?

Yes, ASAIK, if you are dropping out of your current course you need to re-apply to the CAO for you new course at Level 7.

Be aware that you will not be eligible for any grant assistance or free fees if you are entering a new undergraduate course year 1 and you will be liable for all fees for the year.
