Golf mk V turbo problem

Hi guys i am having problems with my mk5 1.9tdi golf.

The turbo in it isn't giving me the power it should be. It cuts down the power and goes into limp mode if I push it too hard. It just means turning off and on the car again and its alright.

There is also a bit of a whistle to it.

But there is no black smoke or anything, still a bit of power in it depending on the gear.

I brought it to a local mechanic and he says its the wastegate. He said about changing the turbo but looking through the internet and talking to a lad who does turbo, you could just get a wastegate for it instead of spending a lot of money on a new turbo + fitting.

Any help or advice would be appreciated.
    Thanks.:pac:

Your turbo doesn't have a wastegate.
