someone was getting calls from sales/service dept of a utility company after the company had been told to stop. is the person entitled to know staff names of the callers under data protection?

Your issue is with the company and not the person calling you from a list of names that are provided by the company.

You can ask your telecoms company to remove you from the National Directory Database which should stop cold calling to your number.
