Do I qualify for Job Seeker Allowance?

I was looking up on Internet about Job Seeker Allowance, but I'm still not clear about it, so I decided to ask here for help.

I've been living in Ireland since 2013, when I joined my husband who is Irish citizen and is working here. We're in marriage for 25 years already. I have a nonEU citizenship, and I hold Stamp 4 on my GNIB card.

I started to look for a job from January 2015, when I registered to Local Employment Service. I am applying for many jobs and I am truly willing to work, but unfortunately I haven't got anything back yet.
Is that usual or not, because I'm starting to lose hope?

In the mean time I stumbled upon Job Seeker Allowance, and was curious if I could qualify for it? Can someone explain it to me, who gets it, what is means test, how does one apply for it, etc?

    Thanks :)

Your best bet is to go to your local Department of Social Protection, taking your Husbands income details. Seeing as you are already registered with them, that should be enough.
