Kia Ceed Fuel door won't open

The fuel door on my Kia Ceed Sportswagon won't open when I pull the lever. I can hear the lever trying to engage but nothing is happening. All the doors are unlocked when I try.

From this thread it appears as though this is not an isolated incident. Some users have mentioned an emergency cable that can be accessed in the boot and pulled to open the fuel door.

Does anyone know exactly where this emergency cable can be accessed? Do I need to pull back panelling to access it or is it easy to access?

    Thanks in advance.

EDIT: This is a 2011 version with the lever, not the fuel door push-click opening mechanism

You could try spraying WD40 around filler door where you think it might help and then I would try thumping it with soft part of closed fist whilst someone is operating the lever..... had this on my Mazda but it was more of an button/electric release, mechanism was gunked up, cleaned and WD40 good ever since.
