Any ideas how one could determine % of PAYE taxpayers who use this service?

I don't think there's been much uptake of the PAYE online system by the ordinary tax payers. I am the only person I know who uses it (but I use ROS online everyday in work anyway).
One of my friends works beside the local Revenue office and gets them to do a review each year. Anyone else I know doesn't bother with reviews or claiming tax reliefs.
I am noticing (through facebook) that a lot of people use these tax back companies to do the work for them. I think it's silly really, PAYE anytime isn't that difficult to use. I am usually only due small refunds for medical expenses, not a fear of me handing over a percentage of that for what I can do myself in 15 mins!

You mustn't know many people so! because if you look at the link, there were nearly 800k users at end of 2013, having more than doubled during that year...

Totally agree with your sentiment though. A lot of the 800k may have signed up, but balked at actually using it.

Or possibly, and I don't know exactly how they operate that side of it, do the tax refund companies use PAYEanytime as agents, in which case all the people who use their services are included in the 800k - that would make sense...

Haha true!! I know a few people who signed up to PAYE anytime but then never bothered with it. I'm the only person I know who actively uses it.

I would imagine the PAYE agents are the ones making up the bulk of the usage. Any of our clients who have PAYE income there is a tab in client services on ROS which brings us into the PAYE anytime portal.
