Pet tortoise not opening his eyes

Can someone advise or recommend a vet with experience of tortoises. He doesn't open his eyes at all now. At first I thought he was maybe hibernating but now I'm worried.

I see you're in North Co. Dublin, if you're willing to travel the one I used is in Bray & I would highly recommend her. Others might be able to recommend on closer.
