Hi- My aunt applied for outline planning permission on a site next to her home. The outline permission was turned down, citing that the site was in a rural control zone and that as she already had a house she did not have a genuine housing need. Is that it for planning? Can a house ever be built there now? (she has no children so no one whose name she could apply in)

Part of building in a rural area is demonstrating housing need. Your aunt has a house so cannot do that.

By the sounds of your post that was the only reason for rejection, so a house may not be out of the question but whoever applies for planning must fulfill the policy requirements.
