Attic roof interior- is this 'hole' normal?

    Hi,
    In our attic on the interior side of the roof (if you know what I mean) is this, see attached.
    It looks like something else was meant to be attached, does anyone know what this is please?
    Could it be the reason (or one of) for a draught coming downstairs?
    (We have Staire stairs to the attic)

    This is a roof tile vent. There should be an insect mesh on the inside. The roof space needs to be vented hence the addition of roof tile vents if extra insulation has been added in the past.
