Mist coat on fresh plaster - is this normal

I haven't had a chance to do the second coat yet but there were a few areas that had patches like this. There were also a few spatter marks that had the same discolouration that make me think it was something the plasterers had in the skim coat mix? Does anyone know if this is normal on new plaster?0
