How do I know if someone is still in Ireland?

I am thinking of taking someone to the small claims court as I paid them for a service but only a small part of that service was provided.

I have tried to contact the person via email (no response) and via phone (phone doesn't even ring).

Before I file with the SCC I want to be sure that the person is still in Ireland and hasn't emmigrated etc.

    How can I check this?

    TIA

The old-fashioned way: facebook and instagram.

The SCC procedures are as simple and speedy as could be. If the Respondent does not reply, the Applicant will get his judgment pretty pronto, without even having to attend the District Court.

Checked those already. Can't find him on there. Maybe he has just moved into a different business as his website is down as well? Maybe I should just file.
