I have noticed a creaking noise coming from the steering wheel when you turn left or right seems to be more pronounced when in first or second gear. Has anyone come across this before and is it ok to keep driving ?

Could be a broken coil spring. Had the same thing happen to me after I drove into a very deep pothole.
I don't know much though so maybe somebody else could have a better idea what it could be.

Check the amount of power steering fluid.

Depends on the year, but I believe the early 2000 9-3 were prone to bulkhead damage from metal fatigue around where the steering column is bolted to the bulkhead. There is a metal clamp with a rubber bushing that allows too much movement when turning, causing the metal to stretch, expand and eventually split. This would be an nct failure.
