Subaru impreza cooling system

hello i have subaru impreza 2001 wrx 2.0 turbo i have a problem with my coolant it goes somwehere out no heat in the car bottom rad pipe is cold top one is hot fan is always on aswell , it overflows my water tank too , head gaskets been changed , thermo is new too ,,any ideas??

I would say either water pump or blocked rad. Sounds like its not circulating properly.
