    Hi.
    I am due to sign a contract in next couple of days and start work in 1 month.If a better offer comes in can I decline offer?

    Most employers wont want somebody who does not want to be there. Although legally they could insist you start work and give proper notice (as provided for in the contract), they probably wont bother if you politely explain that you cannot now take up the position due to a previous interviewer now offering you your dream job...........
