    Something like the link could be created with Word.
    Have you had a look at the online templates on microsoft office online?

    That looks like it was created by PowerPoint or something similar. Can you access PowerPoint?

    Yep, I have it. Was thinking it was made with PowerPoint

    Think I might go with PowerPoint first though

    It's mix of InDesign & Illustrator.

    Don't use Powerpoint for making documents, they won't print correctly.

    Yes. Adobe has a lot of good tools to design such things.
    However, it needs some graphic design skills..
    Try Microsoft office publisher.
    If are comfortable with MS office, you may find this easier than Adobe.

    No matter what the tool used, you'll need design skills to create a decent looking document. If it's important, then hire someone to do it that knows what they're at. Otherwise it's just going to look like a lad who's trying to make it in Powerpoint/Publisher.

    You may find such designers with competitive rate on 99designs.ie or freelancer.com

    A big NO for Powerpoint for such report. Publisher is a simple tool that has ready to use template. However, it will not really help you create the report you shared with us.

    Take a look at some of the stock report templates from the like of graphicriver, most of them are InDesign format although there's a few that also include an MS Word version.
