    I have only realised that I didn't claim a refund of my USC for the years 2011 and 2012. In 2011 I only earned around €2500 and I know I am entitled to a refund for 2012 as well, so I went onto PAYE anytime and requested P21 balancing statements for those years. I have got one back for 2011 but it doesn't have a section for USC and only shows my total income and tax. Is this wrong or am I missing something? When I applied last year for 2013, the P21 had my USC on it and said at the bottom that this would be refunded. I earned more in that year than in 2011 or 2012.

    There was no USC in 2011, it was an income levy. The income levy was calculated on a weekly basis, not cumulatively. So it is doubtful if you can claim any refund.

    But it says on my PAYE anytime online thing that I paid €58.16 in USC in 2011? As far as I know it was introduced in January 2011 and I worked from October to December of that year. Even if I am not due a refund, surely it should still show on the P21 in that case?

    USC replaced Income Levy and Health levy on 01 January 2011

    The Universal Social Charge (USC) is a tax that has replaced both the income levy and the health levy (also known as the health contribution) since 1 January 2011. You pay the USC if your gross income is more than €12,012 per year. (This limit was €4,004 in 2011 and €10,036 from 2012 to 2014.) It is calculated on a weekly or monthly basis.
