Subject of an Investigation?

I am filling out a document from the Department of Justice & Equality and one of the questions is asking if I ever was the subject of an investigation by the Gardai.
When I was involved in a traffic accident, it was reported to the guards so I went to the station to present my driving licence and insurance details, which were without issues.
This was a minor accident which itself wasn't investigated by the guards.
The case was then settled by insurance companies.

Is this considered a Garda investigation?
Is this filed and is it entered into the Pulse system?

*mods, please fix the typo in the subject

    Seems clear enough.

The Gardai do not 'investigate' material damage traffic accidents, they simply gather up data such as insurance policy numbers and file it away in case either side comes looking for it. In no way were you the subject of an investigation.
