    Damned if I can:D

I have an old meteor broadband sim card used in a dongle for pc internet access.

When put into an unlocked smartphone, gives me full internet access, but no phone/voice service.

I can kinda understand the above but......

I have an old Tesco phone sim card and when put into smartphone gives me full internet access:eek: but no phone/voice service.

It's nothing to do with the SIM itself. The SIM has to be provisioned in the network for voice services. Voice and data can be provisioned separately.

    As Jeff has said.
A sim can be provisioned for multi service types or just single service and any combination of the same.
Generally Networks provision Broadband SIMs for Data only as it allows easier service management and troubleshooting.

As for the tesco SIM, it may be an issue where the system has blocked Calls/SMS service due to lack of use and this change wasn't applied to the data provisioning for some reasen.
