    I am young qualified farmer i plan to apply for my herd number in the new year .My query is in relation to applying for entitlements from the national reserve and how one goes about this

    I think you can apply from the new year. Have a look on the departments website. Also the journal had an article on it within the last 2-3 weeks.

    so the door is closed again to pre 2008 farmers..Forgotten farmer group take note.....and just for good measure, any lads who get allocation from Nat. Reserve will be hit with a Dept inspection in first year to try to claw back some of the entitlement. Unbelievable.....

    I think it says that even if you just APPLY for nat reserve or top up u will be subjuct to an inspection!!

    I've applied for entitlements on out farm will that get inspected or will home place

    To be honest, I have no problem with people getting inspected when looking for entitlements. Surely that is only reasonable, otherwise it is basically allowing people to claim what they like - and then get paid on it. If they are being honest then they have nothing to fear.

    I've no problem either just were bales are stacked in out farm is not ideal.

    IF they focus solely on eligible area, then that's all done by satellite desktop inspection, & I agree with you there....but... its not clear that's whats intended. My concern ( & my cynicism is usually right) is that it will be full wrath of cross compliance will be laid at the doors of new young farmers to maximise deductions from the new entitlements, when these young farmers like myself have never had any access to TAMS/ installation aid, and last generation left the farm and didn't invest a penny as they knew they would be handing over. My IFA man said he will be asking her to clarify what type of inspections new farmers can expect at tonights meeting.

    What is the difference between national reserve as a young farmer and national reserve as a new entrant?.

    Tried to submit to NR farm I am renting.

    Told that i am not eligible as owner has an establishment right on the land as he farmed it in 2013.

    Says they changed policy a month ago.

    That's me in trouble. They could have told me that last October. FML

    Submitted an application earlier today, just got a text saying:

    We note a partial application for 2015 National Reserve Priority Category. Must submit by closing date tomorrow 31st March.

    I have uploaded the required documents and can't see any problem with what I've done. Sent an e-mail immediately querying this as lines are closed. The e-maile has now bounced back to me twice as:

    The recipient's mailbox is full and can't accept messages now.

    It's frustrating, I'm only doing it at the last minute as Dept of Ag. only told me on Friday that I was eligible to apply.

    Your best bet is to set up a private contract clause (PCC) between you and the land owner.

    This will enable you to also lease the landowners entitlements for the duration of the lease and draw them down.

    the PCC will be beneficial to the land owner as well because as he will hold less land in 2015, he will be allocated a smaller number of entitlements. This may give rise to a higher Initial Unit Value and consequently the impact of any downward convergence may be greater.

    Farmer has low enough value enitlements and was farming alot of land without entitlements in 2013 anyway and reckons he is as well off just establishing his entitlements on what he is left farming.

    Does that allocation right exist for the duration of the entire new scheme or can I try apply to the NR next year?

    Thanks for the heads-up. We got that same text a 18:47 this evening. Just checked on Agfood and our application certainly seems complete (can't make any further alterations, just upload more documents if I have the desire).
    Did you happen to have an incomplete, saved application before you finally submitted earlier today? We did, and I'm thinking they may be trying to prompt people to get their submissions completed, but are using an older list of saved/partial applications.

    By not activating his right to entitlements on the land you are renting from him he is not doing any favours to you or himself. He is letting the entitlements go back into the national reserve.

    He can either lease the entitlements to you or transfer his entitlement right for those entitlements to you, both methods can be done through the PCC.

    I believe the allocation right is only for this year.

    Not sure about NR, best to ring dept early in morning to clarify.

    He reckons that he can put his 2014 allocation over land he is farming in 2015 and not have convergence. If I forgo the pcc this year will the land become 'naked' next year and I can apply to NR. Pcc does not come without rent.

    Yes, application was submitted fully with just the option to submit further documents.

    I did indeed have a partial saved application before I uploaded documents finally and submitted. I spoke to someone on the Nat. Reserve/YFS phone line earlier this morning and she confirmed that they'd had a lot of calls about this (partial application texts) today. She didn't go into details as to why this had happened but confirmed that all was OK with my application.

    Just got off the phone to NR/YFS Scheme and they told us the same thing. Can't beat a bit of last minute confusion ;-)

    My planner made a balls of the whole thing.
    And wouldn't meet us to discuss greening. And wouldn't answer his phone.

    Met a knew fella on Thursday. He doesn't have acess to my ag food yet so he applied through the post.

    He gave us his word that the post was ok

    I also applied but will not get anything I would say cos my off farm income is just over 40k. You know what they say if you're not in and all that.
    I reckon this whole scheme will be a big let down as there will not be enough national reserve to go around. They said they were giving away free money after all and that brings everybody out of the woodwork.

    There are that many ways to rule yourself out that I will be very surprised if many who apply to the reserve get entitlements.

    Naked hectares is a very very hard definition to apply to.

    i applied to nr online and it said it is advisable to apply for the bps aswell but surely have till 15 may for that?

    90hax250BPS plus 50hx64 young farmers top up, but what happens if the scheme is oversubscribed?

    But Organic Scheme, GLAS , Area of Natural Constraint all gets confusing

    Toplink how did you get a notification. I submitted mine online and got nothing. I looked today and it said completed and submitted.

    Sorry I may have mislead you. Upon completion I got a message saying application complete. If you had missed anything critical it wouldn't have allowed you submit. Getting the application complete is the main thing. There will be loads of issues with applications such as poorly scanned copies of birth certs etc but at least the application went in.

    Next step is your SFP application (or whatever the new name is! ). I wouldn't expect anything then for a few months after that till they work out entitlements etc etc
