As per the usage policy UPC are denying users the right to use a VPN. To me this is denying a users privacy. People should have the right not to be monitored and tracked online.
Section 12: Use of Virtual Private Network (VPN)
As stated above, the UPC Services are for residential use only and we do not support the use of VPN. If we find you are using VPN we may instruct you to stop using it and you must comply with this request. This is in order to prevent problems with our network and other Internet users.

Yeah this rule has been there for years. They don't enforce it however, so vpn away. I hosted my own vpn, and I also connect to work vpns. Pretty much everyone that ever works from home would use vpn so if they enforce it there would be uproar.

I think the terms and conditions are more to cover them so they don't have to support problems customers are having with VPN. They quoted it to me a year or two back when I was having issues connecting to my work VPN getting constant disconnections.

They probably have a point, turned out my issue was a Windows 8 issue with the software, switched to connecting through XP under a Virtual Machine for a while and it worked flawlessly.
